The charter of Union Public Service Commission is approved by Indian Constitution under Part XIV and Article 315 to 323 of Constitution of India. The UPSC has one (01) Chairman and ten (10) others members. The President of India has power to recruit the Chairman or Member of Union Public Service Commission.

Only those having minimum of ten (10) years experience in State OR Central service will be eligible to apply as member of Union Public Service Commission. The tenure period of each member has six (06) years or till the age of Sixty five (65) years. According to Article 320 of the Constitution of India UPSC are framed rules for those recruitment coming under Group- A and Group – B in different Department OR Ministries of Indian Govt.

Union Public Service Commission is also responsible to submit the annual report in Parliament for debate under the supervision of President of India. The primary duties of Union Public Service Commission are appointment via competitive exam, promotion & transfer of officers, solve disciplinary cases, giving advice to govt about mode of appointment, and miscellaneous work.

The expenses of UPSC (Union Public Service Commission) are deducted from consolidated fund of State OR India.
